Goal: Wanderer decks for each ruler. "Legacy" rulers will stick to Wanderer up to the end of the cluster it released. (ex. Yggdrasil, Malefic Verdant Tree will not include cards from Alice Origins 1 that made the pre-errata ruler better.)
