If you control a Blade of Dimensional Fire and a card that limits the ability to cast spells (i.e. Academy Guard of Lykeion), and you fulfill the requirements for the <Severing Flame> ability, players can only do any part of the effect that they can legally do (104.2). So if they can only play one resonator spell per turn, and they have already played a resonator that was removed from the game with <Severing Flame>, they cannot play it again due to the effect limiting playing resonators.
